The North East Combined Authority was formed on 7 May 2024. We are led by an Elected Mayor and Cabinet and cover the seven local authority areas of County Durham, Gateshead, Newcastle, North Tyneside, Northumberland, South Tyneside and Sunderland.

We are looking for two Programme Managers to help deliver our key commitments – to create a greener, fairer, successful North East. We have a huge opportunity to lead the way in delivering low carbon growth and responding to the climate challenge across all of our work. The new roles will lead on delivery of impactful programmes, collaborative partnership building, and design of new interventions to take us towards a decarbonised North East.


One Programme Manager will oversee our new strategic energy board and heat networks, providing strategic direction and collaborative approaches to ensure the North East maximises the opportunities that decarbonisation and renewable energy bring. A particular focus of this role is on heat network strategy and facilitating a regional pipeline of schemes. Previous heat network experience and expertise is desirable.
 

One Programme Manager will lead delivery of energy and net zero programmes that support North East businesses, public sector and communities. The region has a large pipeline of energy and net zero projects that includes a wide variety of interventions across heat, power and systems, in particular district energy, decarbonisation of public buildings, solar & battery, offshore wind, geothermal & mine energy, hydrogen and domestic retrofit.


The successful candidates will have a demonstrable track-record of programme delivery in the energy and net zero field. In addition, they’ll have strong technical, commercial, and organisational skills, and the ability to bring multiple projects from concept to delivery.

They’ll lead and convene, working closely with local authorities and regional customers. They will also work with national stakeholders on strategic issues, so will also have excellent communication, relationship, and interpersonal skills, and the ability to manage stakeholders, contractors and other partners across multiple projects and opportunities. Flexibility and an ability to balance a varied and diverse workload is essential.
