The team…
The Workforce and Development Directorate operates at the very core of the Council's operations, working with services and enabling the delivery of Council priorities. 
Reporting to the Service Manager HR you will be a valued member of the HR management team and responsible for shaping the council’s payroll and employee services function.
 
The team’s aim is to deliver a high level of customer service to service users, external organisations and colleagues within our busy Payroll, Pension and HR admin teams. The work that we do supports the delivery of the council’s People Plan across the organisation.

About the role…                                                            
Customer focused and providing excellent service to both internal and external customers in all areas of the employment life cycle, you will as our Payroll and Employee Services Manager, ensure:
  • Payment of 18000 employees across 27 payrolls
  • Business development of traded services including Multi Academy Trusts
  • Improve digitalisation and implement systems
  • Identify and implement opportunities for continuous service improvement. 
  • Management of BACS bureau and other contracts
  • Financial, statutory, and regulatory compliance 
You must be an experienced and confident professional, with the ability to develop and maintain strong working relationships with a range of internal and external partners, possess the ability to persuade and influence others and demonstrate strong accountability for service performance. Leading and managing teams who deliver this important enabling function, you will seek to continuously improve the services provided and manage employee related matters for the 40+ employees within the team.

It is essential that you should have a good working knowledge of Local Government and Teachers conditions of service, as well as pension legislation for these groups of employees and PAYE rules and regulations. You must be qualified to degree level or equivalent in Payroll or have experience in a similar management role.
